PCO stands for Public Carriage Office — the body that historically issued licences to private hire vehicle operators in London under Transport for London (TfL). Over time, the term "PCO licensed" has entered broader use as shorthand for a licensed and regulated private hire operator, even outside London.
Outside of London, private hire licensing is administered not by TfL but by individual local district and borough councils, acting under powers granted by the Local Government (Miscellaneous Provisions) Act 1976. These councils license private hire operators, drivers and vehicles separately — a framework that applies to Express Travel Kent and all private hire operators in Kent.
When people refer to a service being "PCO licensed" in a non-London context, they typically mean that the operator holds all necessary private hire licences from their local licensing authority. Express Travel Kent holds all relevant licences and is fully compliant with the requirements of its licensing authority.

Private Hire vs Taxis
Many passengers are unaware of the important legal distinction between private hire vehicles (often called minicabs) and hackney carriages (taxis). The distinction matters because the rules governing each are fundamentally different.
Hackney Carriages (Taxis)
- Licensed to ply for hire — they may legally be hailed in the street or wait at a taxi rank
- Required to accept all bookings within the licensed area (the obligation to carry)
- Fares are set by the licensing authority and must be charged via a calibrated taximeter
- Can be flagged down without a pre-arrangement
Private Hire Vehicles (Minicabs)
- May only accept pre-booked journeys — they cannot legally be hailed in the street
- All bookings must be made through a licensed private hire operator
- Operators set their own fares, which should be agreed or quoted in advance
- Cannot wait at taxi ranks or be flagged down
Express Travel Kent operates as a private hire operator. All bookings are pre-arranged through our booking system or by telephone. We do not operate as a taxi service and will not accept fare-hailing requests. This is not a limitation — it is a legal distinction that reflects the nature of our service.
The requirement for pre-booking is actually a consumer protection: it means every journey has an accountable trail — who the operator is, which driver is handling the booking, and which vehicle is being used — before the passenger ever gets in.

Legal Framework
Private hire vehicle operation in England (outside London) is governed primarily by the Local Government (Miscellaneous Provisions) Act 1976 (Part II), which requires:
- Operators to hold a licence issued by the local district or borough council
- Drivers to hold a private hire driver's licence issued by the same or a recognised authority
- Vehicles to hold a private hire vehicle licence, with conditions attached regarding age, condition and inspection
- All three licences to be in place simultaneously for any private hire journey to be lawful

Driver Vetting Standards
Every driver operating under the Express Travel Kent name must satisfy the requirements of the relevant local licensing authority before being permitted to carry passengers. These requirements protect the public and are non-negotiable.
Mandatory Requirements for Driver Licensing
- Enhanced DBS (Disclosure and Barring Service) check — revealing all spent and unspent convictions, cautions and other relevant information
- Full UK driving licence, valid and held for the required minimum period
- Medical fitness assessment verifying the driver is physically and cognitively fit to carry passengers
- Local knowledge assessment and/or topography test
- Compliance with the authority's conduct and appearance requirements
- Licence renewal at set intervals, with checks repeated on renewal
Express Travel Kent does not permit drivers to operate who do not hold a current, valid private hire driver's licence. Drivers must carry their badge at all times and present it to passengers on request.
An Enhanced DBS check for a private hire driver is more comprehensive than a standard check. It includes information about cautions and convictions normally considered spent — providing licensing authorities with the fullest possible picture of a driver's history before granting a licence to carry members of the public.
Fleet
Vehicle Standards
Private hire vehicles must meet specific standards set by the licensing authority before a vehicle licence (known as a plate) is granted. A vehicle that is not separately licensed cannot lawfully be used for private hire — even if the driver and operator are both licensed.
Statutory Vehicle Requirements
- Valid MOT certificate at all times
- Pass a council-administered private hire vehicle inspection (typically annual or bi-annual, and more rigorous than a standard MOT)
- Meet vehicle age limits set by the licensing authority
- Display the private hire vehicle licence plate as required by the authority
- Meet seating, seatbelt and interior safety requirements
- Comply with any local emissions or environmental standards

Beyond statutory requirements, Express Travel Kent maintains its fleet to a premium standard. Vehicles are presented spotlessly clean, fully valeted inside and out, and in perfect mechanical condition. A vehicle that does not meet our internal presentation standard does not operate.
Our fleet consists of executive and luxury vehicles appropriate for airport transfers, corporate travel, special occasions and long-distance journeys. We do not operate economy or budget category vehicles.

Booking Compliance
A defining feature of private hire regulation is that every journey must be pre-booked through a licensed operator. There is no such thing as a lawful private hire journey that has not been booked in advance.
As a licensed operator, Express Travel Kent is required to:
- Only accept bookings made through the operator (not journeys arranged directly with drivers)
- Allocate each booking to a specific licensed driver operating a specific licensed vehicle
- Provide passengers with details of the vehicle, driver and booking reference in advance
- Maintain a record of all bookings accepted
- Make booking records available to the licensing authority on request
This pre-booking framework is a fundamental passenger protection mechanism. It means every journey is auditable, every driver is identifiable and every vehicle is verified — before the journey begins.
Our booking system, operated through Devero Software, captures and stores all booking information in a compliant and structured format. Passengers receive confirmation of their booking by email or message before every journey.
Records
Journey Logging
Licensed private hire operators are required by law to maintain a record of every booking they accept and every journey they despatch. These records must be retained for a minimum period and made available to the licensing authority on inspection.
What We Record
- Date, time and nature of each booking
- Passenger name and contact reference
- Pickup and destination address
- Name and licence number of the driver to whom the booking was allocated
- Registration details of the vehicle used
- Fare quoted or applicable tariff

This logging requirement is one of the key reasons unlicensed operators cannot achieve the same accountability standards. Without a licensed operator structure, there is no obligation to record, no audit trail and no accountability for who drove, in which vehicle and when.
