Overview
In the United Kingdom, all private hire operators must be licensed by a local licensing authority before they can legally accept pre-booked journeys. This is a legal requirement under the Local Government (Miscellaneous Provisions) Act 1976 and associated legislation. Operating without a licence is a criminal offence.
Express Travel Kent holds all necessary operator licences, and every driver working under our operator name holds a current private hire driver's licence issued by the relevant licensing authority. Every vehicle used for hire is separately licensed as a private hire vehicle (PHV) and maintained to the required legal standard.

Operator Licence
Operator Licence
A private hire operator licence authorises a business to accept bookings for private hire vehicles. It is distinct from a driver's licence and a vehicle licence — all three must be in place for a journey to be lawfully undertaken.
As a licensed operator, Express Travel Kent is required to:
- Maintain a record of every booking accepted, including journey details, driver and vehicle information
- Only allocate bookings to drivers who hold a current private hire driver's licence from an appropriate authority
- Only deploy vehicles that hold a current private hire vehicle licence
- Maintain a registered business address for the purposes of licensing compliance
- Comply with conditions attached to the operator licence by the licensing authority
- Notify the licensing authority of relevant changes to the business or fleet
- Cooperate with inspections or audits carried out by the licensing authority
These obligations are not voluntary — they are legal conditions of our operator licence. Failure to comply can result in licence suspension or revocation.
Drivers
Driver Licensing Standards
Every driver who carries passengers under the Express Travel Kent name holds a current private hire driver's licence issued by a local authority. This licence is not automatically granted — applicants must satisfy a number of requirements before it is issued.
Licensing Requirements for Drivers
- Enhanced Disclosure and Barring Service (DBS) criminal background check — renewed regularly
- Full, valid UK driving licence held for the required minimum period
- Medical fitness assessment confirming the driver is fit to carry passengers
- Completion of a driver knowledge assessment covering local geography and licensing regulations
- Compliance with the licensing authority's conduct and appearance standards
Drivers are required to carry their licence at all times while working and to present it on request. Licences are subject to regular renewal and may be revoked by the licensing authority for any breach of conditions.
Beyond the legal minimum, Express Travel Kent expects its drivers to present professionally, drive with consideration and discretion, and represent the standard our clients expect from a premium private hire service.
Vehicles
Vehicle Inspection Standards
Each vehicle used by Express Travel Kent must hold a valid private hire vehicle (PHV) licence. To obtain and maintain this licence, vehicles are required to pass regular inspections that exceed the standard MOT test.
Vehicle Licensing Requirements
- Annual or bi-annual council vehicle inspection (frequency varies by authority), in addition to the standard annual MOT
- Compliance with vehicle age and emission requirements set by the licensing authority
- Valid MOT certificate at all times
- Display of the vehicle licence plate as required by the licensing authority
- Meeting required standards for interior presentation, seatbelts and passenger safety equipment
In addition to statutory requirements, Express Travel Kent inspects every vehicle before every journey to ensure it is presented to our internal standard — clean, immaculate and mechanically sound. A vehicle that does not meet our presentation or safety standard does not operate.
Insurance
Insurance Coverage
Carrying passengers for hire requires a specific category of motor insurance — standard private motor insurance does not cover commercial private hire operations. Express Travel Kent maintains appropriate insurance as a legal and operational requirement.
Hire and Reward Insurance
All vehicles operating under our licence are covered by hire and reward insurance, which specifically covers the transportation of passengers in a commercial private hire context. This is a legal requirement and a condition of our operator licence.
Public Liability Insurance
Our public liability insurance provides coverage for incidents involving members of the public occurring in connection with our operations. This ensures that passengers and third parties have appropriate protection in the event of a covered incident.
Passenger Safety
The insurance arrangements in place are designed to protect passengers travelling with us. In the event of an accident or incident during a journey that results in injury or loss, passengers are covered under the terms of the relevant insurance policies.
Operating without hire and reward insurance while carrying passengers is a criminal offence. Express Travel Kent's coverage is maintained without interruption and verified as a condition of fleet operation.
